государственные ценные бумаги
Ценные бумаги, выпускаемые правительствами практически всех стран для неэмиссионного пополнения государственного бюджета. Эти обязательства позволяют получать денежные средства в кредит от частных организаций под процент, высота которого зависит от складывающей финансовой ситуации. В случаях, когда правительство сильно нуждается в средствах и доступ к иным источникам их получения затруднен (напр., это относится к иностранным займам), процент бывает крайне высок, и тогда государство может не справиться с обслуживанием кредитов. (см., например, историю дефолта 1998 года в России в статье «Государственные краткосрочные обязательства, ГКО»). Государственные ценные бумаги могут быть как рыночными, так и нерыночными. В первом случае они обычно выпускаются «на предъявителя» (таким был ваучер во время массовой приватизации) и могут продаваться и перепродаваться на вторичном рынке, во втором именные, без права передачи или перепродажи.
